Say i did chest and arms exactly 48 hours ago.. and i still have doms. is it going to affect me negatively if i workout again? should i wait another day until the doms goes away?

No you'll be fine, I'm hitting leg 3X a week atm and have some amount of DOMS everyday but it's not going to affect you negatively if you're eating and sleeping enough

I guess you're running PHAT because of chest/arms workout and 48h after that is upper body But yeah, I also had DOMS in first weeks (1-5 week) in chest but then I got adapted to PHAT's volyme so no DOMS form it anymore. So go ahead and train!

DOMS is your body's central nervous system recovery to the taxing of the workout. Muscles need approx 48hrs to recover.
