That looks like some crazy shit this one guy does in my gym. He doesn't do that, but here's his general routine from what I've seen, and it never changes. Same white wife beater and blue shorts, too. This happens about 4 times a week when I'm there.

- Does a dip or two, then pushes up into a handstand on the dip bars, and does one or two handstand pushups, and then stays in an handstand for a little while. And every time he spins/reverts out of it, he usually falls over.

- Does muscleups on the pullup bar between the cable station, then turns it into more handstand pushups, in which he proceeds to fall over once he lands on his feet again.

- Finally, he likes to do some pullups, then all of a sudden, he'll bring his legs up and flatten his entire body out, like an upside down plank, while still holding onto the pullup bar.

- Calf raises.

- Stands around and talks.

Looks extremely fun.
I'd imagine it has the same benefits of just a slow negative pull-up judging by how his arms are shaking.
Though you've probably have to be fairly light to allow for the gravity to pull you up, at 210lb I highly doubt this is for me.
