I am cutting right now, I am going to start PHAT when I start bulking again but for now, I don't know what program to do. For the moment I am doing a made up program by myself, and I feel that it's not balanced,

sooo .. what program is best for cutting?

There exactly the same.
Cutting and bulking is about diet not your routine.
PHAT (in my opinion) would be ideal because it also has power days and while your going to be losing fat/ weight you wont really be gaining muscle so a full hypo routine would be kind of wasted where as with the power days you can maintain most of and even make strength gains
