Any routine you can stick to and progressively overload is best.

The question you asked is not answerable with yes or no for multiple reasons.

Often times it is just preference.

If i understand it right it's PPL vs a classic low frequency "bro split"?
If this is the case the PPL will without a doubt be superior if you train 4+ days a week because of the higher frequency.
