You can't use "make your chest touch the ground" as a rule of measurement since not everyone has the same size chest. You should be instructing people to bend their arms until their upper arms break parallel. This will also prevent people from having shoulder injuries. There's no need to go any deeper. It will not help in chest development and is still a proper push up.

Wouldn't the rules that apply to benching apply to press ups in regards to shoulder health and depth? (Genuine question)
As in not going down to the floor will result in more stress of the shoulder as none of the weight is 'deloading' and your changing motion so exerting twice as much force on the shoulder at the middle of the press?

@Tamere02 not necessarily. Push-ups allow freedom of the scapula, whereas they are pinned during the bench press, and more stress is carried over to the glenohumeral joint. With push-ups the stress is more evenly distributed because normal scapulohumeral rhythm is allowed to take place. -3X

@eknight a huge majority of people "flare" their elbows wide instead of keeping them a bit more tucked into the body. Wouldn't the angle of the humerous from flaring combined with deep press push ups cause increased stress of the glenohumeral joint as well?
