hey guys i'm new here. just wondering what you guys think: should i bulk or cut?

i'm 5'9'' 160-163ish pounds in the morning.

my goal is to gain more muscle in my arms especially, but i also don't want to get super fat. i used to be super large so it kinda scares me to gain, but if it's time to start then i will.

honest opinions appreciated!! thank you
